Position Title:Project/Senior Project Controls Specialist – Planning / Scheduling
Salary Band:  L/M
Range:DOE(Salary will be determined based on experience, qualifications and attributes.)
Work Location & Schedule:Anchorage, AlaskaThis is a regular exempt Anchorage based position on an urban schedule of a 40-hour week or 9/80-work schedule. Relocation benefits may apply.

Minimum Qualifications:Applicant must meet or exceed these minimum job requirements to apply for this position.
  • Four-year degree (equivalent work experience above the minimum may be considered as a substitute for all or part of the formal educational requirements)
  • Three (3) years of related experience
  • Advanced working knowledge of pipeline and/or terminal construction
  • Experience with business processes and systems within discipline area.
  • Advanced verbal and written communication skills
  • Four-year degree in Engineering or Business related field.
  • Proficient with Primavera
  • Seven (7) years of related experience
  • Project Management Professional
  • Ability to work independently and perform successfully in a team environment

Accountabilities and Specific Requirements: Under general direction of the Project Controls Supervisor the Project Controls Specialist is accountable for the following:  This job provides the planning and scheduling infrastructure for major maintenance and capital projects. The job requires planning and scheduling, monitoring and reporting, forecasting, complex analysis, and contractor coordination for assigned projects. This job requires a large amount of independence.
  • Project management:  Plan, control, measure project performance in support of the project manager. This includes developing the WBS, verifying estimates, scheduling activities, monitoring, evaluating and analyzing performance
  • Analyze Trends: Analyze actual schedule vs. plan schedule, develops schedule forecasts, maintains work in progress figures and risk analyzing
  • Technical Analysis:  Perform analysis to determine trends and make projections of final cost and schedule completion dates.  Manage internal controls and coordinate with contractors to optimize project controls performance.
  • Improvement, Correction and Remedial Action Identification, Management of Change (MOC) and improvement recommendation:  Identify and document changes in work that impact scope, schedule and or cost
  • Manage internal and contractor resources Performing Work:  Provide guidance to Project Management Team on project controls issues
  • Support weekly progress and key performance indicator (KPI) reporting and analysis




Major Deliverables:
  • Develop and maintain Project Control reporting system, including forecasts, committed and incurred costs, internal and external headcounts and budgets
  • Comprehends internal and external reporting requirements and structures presentations, reports accordingly
  • Develop and maintain a system of estimating cost data to provide current and historical reference material
  • Provide assistance in development of Authorizations For Expenditure (AFEs)
  • Coordinates with Alyeska’s accounting department, working closely with project accounting and business analyst to assist in maintaining accuracy of accounting records compared with project reporting
  • Provide cost control by analysis of vendor invoices for contract compliance, proper coding and authorization
  • Coordinates with contractor peers to understand and incorporate effects of schedules, estimates, resource schedules and progress reporting into master schedule and project controls reports
  • Communicates via telephone and electronic mail with internal and external contacts
  • Read/interprets schedules, estimates, resource schedules
  • Provides cash flow analysis based on design and construction schedules and estimates
  • Maintains documentation subject to audit, such as budgets, approved AFEs, approved work orders, contracts, etc. to ensure compliance with written guidelines, policies and procedures
  • Works closely with engineering counterparts to understand and analyze scope of work, change orders, and resultant project control impacts
  • Provides long range forecasts

         Pre-Employment Drug Screen TestingAlyeska Pipeline Service Company (APSC) requires pre-employment drug testing utilizing hair test collections for all positions. The preferred collection site is from the head (approximately 1/2 inch of hair length necessary).   Head hair testing provides an approximate 90 day window of detection that checks for illegal drug use.  In addition, for Department of Transportation covered positions, APSC will also utilize urinalysis testing.  Any positive drug test makes you ineligible for APSC employment.
