The Finance Manager is responsible for overall management and operation of the finance department, including accounting, payroll, purchasing and property; and ensuring department is in compliance with government, corporate, and management directives. ESSENTIAL DUTIES & JOB FUNCTIONS: · Hire, train, supervise, and evaluate finance staff. · Develop and maintain internal controls to ensure the integrity of the accounting system and to safeguard government and corporate assets. · Utilize the Lawson computerized accounting system to account for all expenditures in accordance with government and corporate guidelines. · Review job cost reports monthly and ensure proper classification of expenses per the PRH and contract proposal. · Review all work of finance staff not reviewed by other finance staff. · Prepare financial forecasts and analysis to provide information to the center director and management team so that they can make programmatic decisions. · Plan and coordinate the timely and accurate preparation of weekly, monthly, quarterly, and annual reports required by the government as well as the corporate office. · Prepare annual operating and capital budgets for the Center and Outreach/Admissions/CTS Office. · Prepare monthly departmental budget reports for management staff so that they can effectively manage their program areas. Train management staff on the budgeting process and how to use their program budget reports. · Work with the human resource manager to develop and maintain the Center’s employee appraisal system in regards to the allocation of merit increase funds. · Prepare financial information for required periodic audits. · Demonstrate good ethics and sound character. · On a daily basis, authorize program expenditures and ensure that expenditures are within budgeted limits. · Oversee procurement function to ensure compliance with the FAR, PRH, Chugach procurement regulations and Center operating procedures. · Review, report and process accident/injury reports for staff and student job related injuries. Identify unsafe practices and develop corrective measures to minimize risk and lost time accidents in accordance with corporate, government and Job Corps regulations. · Maintain accountability of property; adhere to safety practices. · Cultivate and maintain a climate on Center, which is free of harassment, intimidation, and disrespect to provide a safe place for staff and students to work and learn. · Responsible for monitoring student progress in the program by ensuring compliance with established corporate and DOL Data Integrity guidelines. · Promote student attainment of career success standards through modeling appropriate skills, mentoring students, monitoring, skills acquisition and intervening when inappropriate behavior is observed. · Perform all other duties as requested. Job Requirements : MANDATORY: · Bachelor’s degree in Accounting or Business Administration with an emphasis in Accounting or 4 years of progressively responsible accounting experience may substitute for the degree. · Four (4) years of progressively responsible accounting experience, · Two (2) years supervisory experience in a management capacity. · Experience with automated accounting systems or programs is required. · Confidentiality is a requirement. · Ability to work as a member of a team and provide leadership to a diverse group of staff working towards a common goal. · Effective communication skills to support providing direction to staff and interaction with other departments. · Experience with automated accounting systems or programs required. · Strong analytical skills to interpret and manage data from finance and property departments. · Ability to supervise and manage employees. · Ability to multi-task to perform and manage multiple projects simultaneously. · Ability to maintain professional appearance and work presentation. · Ability to work as a member of a team of individuals working toward a common goal. · Ability to develop rapport and positive working relationships with all departments. · Ability to successfully complete all mandated training requirements per government and management directives. · Ability to meet attendance requirements for the position. · Proficient in computer programs, i.e., Microsoft office · Ability to respond to common inquiries or complaints. PREFERRED: · Masters degree in related field or CPA. · Experience with property and purchasing controls with a government contractor. · Experience with Lawson software.
